It was the second largest aftershock since the February 22 6.3 magnitude quake and was one of three in about 25 minutes. The 5.1 aftershock struck at 9.47pm, 10km east of Christchurch at a depth of 10km. The largest aftershock remains the 5.5 magnitude which struck at 2.50pm, just under two hours after the February 22 quake. The one confirmed report of damage received by Civil Defence last night was to a small dairy, though dozens of reports have been posted on the GeoNet website in the 'slightly damaging' category. Civil Defence said a quick inspection of buildings in the inner city had shown that loose masonry had fallen but that a full assessment would be made in daylight. There have been no reports of injuries. The latest aftershock today was at 1.22am and was 3.2 magnitude, striking 10km east of Christchurch at a depth of 11km. Meanwhile, officials said yesterday that many buildings in the centre of Christchurch remain unstable, resulting in whole streets being in lock down. Citing Manchester Street, Urban Search and Rescue member Carl Devereux said many roads are still dangerous. "You are having to put people down these streets that just aren't safe at the moment...you've got large buildings that are still in danger of coming down," Devereux said.

Inside, precious possessions and documents may never be recovered. As the immediacy and urgent phase of the Christchurch response ends, Civil Defence said a structured transition to the full recovery process was now the focus. Director John Hamilton said the main emphasis was on community wellbeing and making sure residents have access to basic needs such as safe, warm and dry housing, drinkable water, sewage disposal, electricity and communications. He told a media conference yesterday that it was also important for "kids to go back to a good learning environment", including at tertiary level. Hamilton also said they wanted medical facilities up and running, preferably with spare capacity. Restoration of business activity was also a priority so they can operate outside cordoned off or damaged premises. Hamilton said rather than just dismantling buildings officials want to provide access inside the cordon so the business community can recover materials to allow them to continue elsewhere and get the economy going. But he said safety will still dictate the extent to which this can happen. From Thursday, if it can be safely done, urban search and rescue teams will help business owners enter and retrieve what they can.

Richard Brewer from the Canterbury Business Recovery Group said they were acutely aware that for some businesses the clock is ticking. But he said "it's a very unpleasant, very unsafe place to be". Meanwhile, Civil Defence is putting considerable thought into strategies and preparations for the "full blown recovery process" change of focus trying to get people into buildings so they can get stuff out to get economy going .. rather than just attempting to dismantle buildings". Traffic congestion is still a major problem as the CBD remains blocked off for transit across the city. Hamilton said officials are exploring ways to improve traffic flows primarily, and strategic routes have been identified for special treatment aimed at easing traffic flows. The public is being encouraged to used bikes and buses, and the free transport on buses has been extended to next Sunday. Mayor Bob Parker reiterated the need for driving courtesy and consideration so roads are clear for service industries such as phones, power and rubbish. Parker told yesterdays' media briefing that the water reticulation system was still fragile and the last properties to be connected will be the hardest to complete.

He said water still needs to be boiled, and that is unlikely to change over next few days because of the "potential for cross contamination". And he said while the pressure is still not always ideal, it is improving. The system still has broken pipes and reservoirs are below normal. A fresh round of community briefings will begin around the city today. The police vehicle recovery team will attempt to clear more car parks within the cordoned area today and tomorrow. Owners will need to bring keys to the vehicle, ID and proof of ownership.
